White powder filled envelope delivered to Cameron Head Start

A Bethany woman is free on bond after allegedly delivering a white powdery-filled envelope to Cameron Hard Start with a threat to Ciji Anne McQuinn to ‘watch your back’.

McQuinn, 30, of Bethany faces charges first-degree felony terroristic threat and misdemeanor making a false report following an Oct. 15 incident at the Cameron Head Start building, which awaits its final building permits before opening as part of a developmental program for infants through children 8 years old.
